There are recruits who, like in 2.0, begin a recruiting season in 3.0 already considering certain schools. I am not sure if this is the product of previous effort and ineligibility or just previous effort toward players that ultimately weren't signed because they were Plan B for someone fortunate enough to win the coin flip for Plan A or what. But there is definitely some mechanism that, like 2.0, carries a portion of recruiting effort forward to the next season for recruits.
The bigger question here, though, is whether the SWITCH will cause previous credit to be lost and, while I don't know for certain, I would speculate that it probably will be. We know the switch is causing things like exhibition games and redshirt promises to disappear. I would guess actions taken the prior recruiting season resulting in residual preference probably fall within that same general realm of the programming code and likely will also be lost to the change.
