Recruiting cycles run at 5 AM, 11 AM, 5 PM, 11 PM (all times Eastern). Actions don't show up for a few minutes as the processes run shortly after the above times.

It seems like the 11 AM cycle in Knight has not run

Any else feel that way?

Isn't it slightly different on the first day of the recruiting period? Recruiting period 2 started in Knight at 8am this morning and any attention points won't take effect until 5pm, so is the 11am cycle skipped on the first day of the period?

From the Knight world schedule:
Tuesday 11/1 2:00 AM Player rescind scholarship start
8:00 AM Recruiting period 2 starts
1:14 PM Now
5:00 PM Recruiting period 2 Attention Points processing starts
