Once I've unlocked everything for a recruit, is there any value keeping attention points on them? Or am I wasting them keeping them allocated to fully-unlocked recruits?

Huge value. According to the most recent discussions people are valuing 50-60ish AP and equal to 1 HV. The only way to keep others at back after a certain point is to keep stacking that AP.
