Guy has improved by 1 in ATH and SPD, yet it doesn't show on his ratings.

I think it means he improved from 46.4 too 46.6 which is enough to round up but still not a 1 point increase.

I think it was the first time I've really noticed it. I am only fielding one team and don't usually check the ratings daily.

Another oddity of 3.0 is when a guy loses multiple red points between seasons - usually Athleticism or Stamina - and gains all of them back after the first exhibition. It was common to see the integer-based 0-1 swing in the previous version, but not a 2-4 point bump.
