After the 5pm cycle; I was very high on a recruit. The other team in the mix is human owned; very low and no scholarship offered.

I have 29 AP put on to the guy for the next cycle.

11pm cycle passes. I am still very high; other guy is still very low, no offer etc.

The player didn't sign after I got to very high. I haven't encountered this yet, have you guys in a similar scenario?

What's his signing preference? If he's Whenever, then yes. If he's early and signings have already begun, then no.

Signed at the 5am cycle; 100% in the end. He was set at 'whenever' just never had the VH with no signing instance (D2 team recruiting a D1 player)

Yeah Whenever isn't a guaranteed signing after the jump to VH like with EoP1 and Early.
