Allow for any Coach NOT APPLYING for a position the option to leave a World after Open Jobs are announced and get his season renewal back. Once they apply for a osition, his renewal season is "locked" and he cannot get the funds back.

Either that or go to a GD style job change where you are able to see positions you are eligible for BEFORE the renewal money is taken.

This WILL remove some ghost teams from happening.
