If a team has 12 players with no walkons or seniors can they still offer scholarships in recruiting period 1?

Yes you can, it will just sit their waiting for you until you cut somebody in RS2, unless the player is signed by another team first.

Yes; I just "carried" 2 players into RS2 until I was able to cut 2 and open the slots for them to accept. As FW said, do it with a late signing or someone that no one else is on.
