So I took over Prarie View A&M in DI from DII in Knight. I picked that school bc they had 5 scholarships and already signed 4 guys I could do something with.. When I took over I started finding who I wanted for scholarship #5. So recruiting started and a few cycles go by - then all of a sudden I get the email that "I hope so and so can help us - he just signed"

the guy I was looking at couldnt be offered a scholarship yet - and apparently the sim had allocated attention points and I never knew it,

So to solve my dillemma I rescinded a scholarship of a meh player - but how am I supposed to know I was in on the dude when he never showed up anywhere?

He could have been hiding in the “current attention” tab without being marked with a color. I’ve had the same thing happen to me.

Yeah, when you take over a team, you should go to Recruiting> Home> then click on the thing that says "All Contacted". Then look to see if any of the contacted players show "Yes" under "Schollie Offered". If you don't want that guy, go into his recruiting and click "Withdraw Scholarship".
