From the Help Manual:

How Does It Work - Shortly after midnight on the second day after the player was waived/released, the player's waiver status will be evaluated. For instance, if a player is waived on Tuesday at 3:00 PM, his waiver status will be evaluated on Wednesday night at midnight (technically Thursday).
