Do I recall reading somewhere that if I finish recruiting with 2 walk-ons, the growth of my entire team will be negatively affected? Whereas if I only take 1 walk-on or 0, that my players attributes will grow at a faster rate?

That may have been true at one point, but I haven’t noticed this since I’ve been playing.

This is true, but it is such a minimal amount and always has been that you shouldn't worry about it.

I believe the true penalty comes into play with the 3rd walk-on with the rationale being you cannot scrimmage/practice 5 on 5 with less than 10 players.

What??? Is this a real thing? Having multiple walk ons can affect team/player attribute growth? In what areas? WE? IQ? I've never heard this before. Even if it is very small as piman said, this is very interesting.

IT's a thing. It's in attribute growth but may be IQ as well.
