What happens if you are recruiting an ineligible player and promise him a start or minutes?

You'll get the recruiting benefit without having to honor the promises if he doesn't end up being eligible. If he does, you'll have to honor the promises.

If an ineligible player signs but does not become eligible, what is the likelihood he will go JUCO and if he does, at what point will be do so?

I don't know what the likeliness is at DII, but it's zero percent at DI.
