What type of pitchers and hitters would you take in OKC’s stadium (0, -2, 0, -4, -4)?

1) Good ones. Talent plays everywhere.
2) As a somewhat more thoughtful answer, I'd value power modestly less in hitters than I ordinarily would, and I'd value GB/FB less in pitchers. But I wouldn't ignore power hitting entirely; you still have to play 81 games on the road.

Players with high eye and contact. Base running and speed are at a premium. You want your guys to turn a walk into a double (walk, steal second) because power is going to be few and far between. Ideally, your leadoff player walks, steals second and then one of your 2nd, 3rd or 4th hitters slaps a single somewhere that your leadoff guy can score from.

Pitching you can focus on control (no walks given up) and splits. As dedelman mentioned, you can pretty much throw groundball and flyball out the window as it won't be a huge factor. Your closers don't need to have velocity but I never really pay attention to that much.

I'd build a defensive team that can win a lot of games 1-0, 2-1 etc.

I use Tacoma (-4,-4,-4,-4,-4) as my home field a lot. Legitimate power hitters (75+ or so power rating) still hit their home runs. You just don't get home runs from the marginal power guys. So it is possible to build a power hitting team in a park with -4,-4 HR ratings. On the other hand, players who don't strike out, get on base, and have good speed and baserunning skills are extremely valuable, as hockey said.

The best guy I ever had on my squad for Petco Park (-3,-3,3,-3,-3) was Glen Hayes . Look back to season 37 when I won the world series. I'd say the majority of my wins were Hayes would lead off, hit a single or walk, steal second then get hit home by Don Parque who hit 3rd. Rinse and repeat. I'd usually win games 2-1 or 3-2.
