If a team doesn't leave itself enough player payroll and AI does arbitration, where does it pull the money from and is there a penalty involved?
A team in one of my worlds had this happen tonight but it didn't come from coaches/prospects.

i would assume it would be a transer from prospect budget.

No penalty. It pulls from all over the place, I am not sure what is the logic formula

If you go to Set Budget page, and looking at the bottom (Budget History), it pulls $1M starting with Prospect Payroll and keeps moving to the right 1 category and pulls $1M from each categury until the excess is accounted for.
