Absolutely you can push a D1 Sim off a recruit, and surprisingly it often doesn't take as much effort as you might imagine. As GM223 pointed out, a lot of it comes down to your / the Sim's prestige, as well as distance / prefs. As a A+ D2 coach, I was able to recently knock off a C D1 Sim with 7 HV, 1 CV, and about 200 pts. Equal distance, and I had a moderate preference advantage. It would've been tougher if I was, say, a C- coach, but still not impossible.
I actually like recruiting vs a D1 Sim, because they recruit in a pretty predictable way, and it's rare they'll come back to beat you once you've knocked them down to Low / Very Low.
