After rollover, on budget day, you should be able to drop minor leaguers not under contract or on the 40-man. New owners shouldn't saddled with undesired minor league contracts all season if they drop them at this time. It would be even better if they could be waived off the 40-man at this time as well. Might need to be a two-day period then.

I also don't like the fact that if I promoted a guy from AA to AAA the previous season, but then immediately demoted him back to AA before the season rolled, that he starts the next season at $55k instead of $38k. If a minor league player starts the season in AA, he should have an AA salary note a AAA salary.
