Hypothetically, how often will a team that's trying to restock/rebuild through the minors use $20 mil prospect payroll?

With International Scouting set at $14 mil (my current ceiling) and the 6th pick in the draft, will I have enough opportunities to spend that much?

You can easily use 20 mil imo. I would go to World -> News -> International Signings, and check out how much your leaguemates have spent on Internationals the past couple seasons. You'll probably see plenty of players who have gone for over $20 mil alone.

I've seen 90+ win teams go 20 mil in prospect budget. But there might be others who have transferred much over to get 30-40 mil prospect budget. So they grab the big time IFA studs. Regardless, some times the IFA in a league are bad but many years there's loads of guys. So lots of opportunities to spend.
