I think I remember reading somewhere that a player’s patience rating impacts how quickly they’ll sign during the FA negotiating period (like, a guy with a 90 rating will wait until the last day to decide while a guy with a 10 rating will jump on the first offer).

Does anyone know if this is correct?

Never heard that before. Always assumed it was 100% based on if the player had other offers. Interesting, if true.

Never heard this before. However, I have heard and used some trial-and-error to determine that an elite patience rating means he will nearly always re-sign with your team. Also, a player with a high patience rating, doesn't get hit with a large demotion penalty when ever he gets demoted. However, I have found exceptions to the demotion penalty situation and got burned when a great hitting DH type player got hit hard by a demotion penalty despite having a high patience rating so I would be careful with that.

If you have a World where the FA period has passed, but the draft has not passed, you can easily take a look at the comp picks. i know it is small sample size, but it can give you an idea. For instance, in Moonlight, we just passed the FA period and this guy was the first Free Agent signed (29 patience rating).
