For me it would depend on where the drop off is in the draft.
Most times there are between 0-10 great players in a draft. Every now and then there is a generational player in the draft. But first you determine where the drop off is. If you're at 4 and the drop off is after 4, you can eliminate guys above 4 by a low health rating.
For me, any health rating under 25 for a positional player is too low unless they're a generational player. For pitchers, I might take a chance on a player with a low health rating because they you can put them on a low pitch count during development. If your top 2 are really that much better than the next 2, than the health rating would need to be extremely low for me to pass on them.
