When you get a new job, I see you take over as the second recruiting session begins. Are you able to cut players and try to find some gems or you don't play any role in recruiting?

You can cut anyone on the team .. EXCEPT any recruits that were signed in the first recruiting period.

That is if you take over in the Job Change period. You miss the 2nd recruiting period if you are signing up for a new team from here:
