CS% normalized? Topic

This may seem like a trivial question, but are CS% for runners normalized?

I just read an interesting article where it said the SB% was around 55-60% in the 50s, and is into the 70s today. Even without official stats, it's believed that the % was even lower prior to 1950 when official records for CS were not kept.
WiS is filled with guys from before 1950 with huge volume of SBs, but success % in the 50-60% range, but are these normalized?
Is a guy who stole 50/80 in 1900 given a boost, while someone who stole 60/80 in modern times might even take a hit?

If not... maybe it should be?

I don't know the answer to whether or not it is normalized. Should it be? Perhaps, but then it would also make sense to normalize the SB attempt rate. A guy from 1900 with 80 SBA might only attempt 60 SBA in a league filled with 1980's players, or 30 SBA in a league filled with 2020 players. You could make a case for normalizing both, but I'd probably prefer both being un-normalized.

I don't believe SB success rate or CS rate is normalized at all, on either side of the equation... Given that many of the old SB and CS numbers are estimates, I kind of prefer it using the raw data, but I could see a ton of value in normalizing both, as well.
