I have had success with zeroing this category out. But sometimes I wonder... is anyone out there budgeting 20 for ADV, even just to see what it's like? Maybe there's some hidden upside, like the 20 training/ 20 medical thing?

I usually budget $15 or $16M. Almost everybody else zeroes it out. I think it helps in getting accurate reads on draftable guys, boosting the accuracy of my HS scouting, in effect.
As far as I know ADV scouting only affects players on team rosters. It has no effect on players not yet signed.

+1. I don't believe it interacts with any other scouting value.

From the Budget Allocation page "Help" section;

Advance Scouting Department - The advance scouts are responsible for projecting the ratings of all signed players within the franchise and on other franchises. The higher the budget, the more accurate your projected ratings will be for all players who have not yet reached the peak of their career. After a player reaches his peak, projected and current ratings are the same.


ADV Scouting has zero impact on High School (or College or International) Scouting.

1 advantage to having a higher advanced scouting budget is with DitRs. With zero (0) scouting you have no idea how big of a boost the DitR got because the new projected ratings are way off.

I run a higher advanced scouting. A few seasons back I offered a DitR as part of a trade right after he became a DitR. The trade was vetoed because most owners in the world thought I was offering a poor player in exchange for a good one. I ended up keeping the DitR who turned out to be much better than everyone else thought, a 200+ inning SP with a career ERA slightly under 4 at the ML level. That was right about where my advanced scouting budget projected him to be.
