any ideas on what the odds for players with " probably won't sign" as their risk level are for signing.

Signing odds per attempt appear to be somewhere in the neighborhood of 5%, maybe a smidge less if their mother is their consultant. If you use the link in the rejection email (click on the arrow) to keep trying over and over again, you can get many bites at that 5% or so apple.
