Played the game back at its inception many years ago and now am enjoying getting back into the groove.....

I know the color of each rating dictate a range of points they can increase. But then I see guys increasing some ratings by 50-60 points by the time they are seniors. Does each ratings "cap" adjust each season? Does it increase as WE increases? Or if a rating is green, does it just mean it could increase by alot by the time all is said and done?

nope, the max ratings are fixed at recruit generation. green means 28+ points, for something like lp or per, it could be as high as 90 points of growth.

But looks at the ratings history I have a guy whose WE has been black his whole career and it's increased by 25?

I believe WE is always black. It is affected - at least mostly - by starts and playing time.

Yes, WE is always black. When it is low it increases very slowly. You can increase the WE faster with starts and more minutes. It's a good idea in many cases to try to start lower WE players if they have a lot of potential.
