I don't think so. The decision tree determines whether or not the runner attempts to steal. I think the outcome is between the runner and the catcher's ability to throw him out.

Thank You and that is the answer i thought was true but i happened upon some of my Pitchers stats that included SB CS and wondered how they could be so varying and different
