So I was the only offer on a player at the end of RS2. I was 2nd on him however as a DI team was “very high” and I was moderate. He ended up not signing anywhere. Is this common?

Hang tight. There's a cycle of signings after recruiting ends. It happens all the time. By the time you read this he's likely signed already with you or another team
