So I just experienced what I think was a one-cycle signing late in RS2. I was a D3 school at moderate with a D1 recruit, along with another D3. At the 11:00 AM cycle, the recruit signed with a D1 Power-5 team that I did not see on his considering list the cycle before (and I watch these closely). How is that possible without first unlocking recruiting actions with APs? Can certain D1's automatically have the option to offer a scholarship without the AP investment?

In the last day of RS2, a D1 coach will have scholarships automatically unlocked for D1 recruits, and that is the case for D2/D3 coaches with recruits generated from their respective division pools. Thus, on the last day of recruiting it is possible that a D1 can offer a scholarship without any AP investment.

Technically I think it might be possible to happen sooner, but I don’t think you typically see this until the actual final cycle, which is when it is actually very common.
