I suspect Basketts was joking, but it is valuable info that not all coaches know (probably most don't really know efficient ways to find transfers).
In this case, if there's one guy you know has transferred, but you don't know how to get him in your pool, the easiest thing to do is to check one of the former team's game logs, examine his player card, and from there you know his home state. That's where you'll find him (and for those unaware, those game logs will also give you his current and past ratings without any scouting, and can sometimes give you an idea of growth potential, if you can assume the former coach was developing him in a normal manner). Now where it gets tricky is if you have already done FSS on that state, because that's the easiest and cheapest way to just get the 1 level required to recruit him. You can only do FSS on a state once per season. So if you have, you'll have to use the assistant, like darnoc says above, and hope he pops up in there. If the player is beyond the range where your assistant has gone (say you've thoroughly scouted within 500, and this player is 800 miles away) your chances are pretty slim if you can't use FSS. But you can increase them substantially by narrowing the pool by position. So it can be complicated and a lot of steps, but definitely doable in most cases, provided you have saved *some* scouting budget for this kind of thing.
