Getting scouting to 20/20 as new owner? Topic

I'm going to start a rebuild with a new team and its been a while since I budgeted with a new team. I vaguely remember WIS updating the budgeting rules for owners of new teams though?

The budgets with the last owner were terrible so its going to take me years to get draft budgets where they need to be to draft well...So question is can i get to 20/20 scouting if they had set them at 10/10?

It goes up by 5 each year. You can go from 10/10 to 15/15 if you want in year 1 and up to 20/20 in year 2.
