I don't like it at all, because it doesn't make real life sense or game sense, but it is within normal range for that level of practice time on conditioning. Stamina grows slower than anything else, and falls farther in the offseason. This is obviously done as part of the "nerf press/uptempo/depth" effort from years past. This effort was bad game design, and has contributed to all sorts of dumb and irritating gameplay issues, but it is what it is.
So probably put at least 15 minutes into conditioning until your player is red in stamina. My FB/P teams have 20-25 in conditioning at all times.
