I took over a team with a huge player payroll (132mill) so I wasn't able to put much into Scouting for the draft (5/0). If I understand correctly I can only increase the budget 5 mill per season so my max would be 10/5 next season. If I leave the league and come back will it let me start at the default (10/10) so I can get up to 15/15 or would that not work. TY

I didn't think you could. I thought it'd still look at you as the last owner and keep to the smaller change and not let you go back to default unless you changed teams as well.

Upon joining the world, when time came to set the budgets it should have asked if you wanted to start from the previous budget amounts or the default settings. After you make that choice you're locked in. If you depart, and come back to the same team it's going to recognize you as the previous owner. You can try submitting a ticket to support though.

I have assumed that you picked up this team mid-season, in which case you can't change just by leaving the world and re-entering; minihouston is correct that the software will still recognize you as the previous owner. A support ticket might help... that seems like a feature that makes picking up a team mid-season undesirable and they might be willing to fix it on a case by case basis.

OK, so then jimt's response is relevant. On the day to set budgets, there are radio buttons at the top of the budget screen to give you the option to start with 10's across the board, or start with the previous owner's last season budget. Then you can change them up to 5. Now you know.
