I have a HS prospect in the amateur draft looking for a guaranteed MLB contract, does that mean I have to sign him for the league minimum plus the bonus but then keep him in the minors to develop or I have to bring him up right away?

Yes on all of it. He can be assigned to minors to develop.
Been awhile since I've signed one, but I think he'll also take a 40 man spot and burn options each year.
