If looking to promote a player in your system during the season, is there any ratings bump associated with leaving him, for example, at Low A to earn an All-Star selection before promoting him to High A?

Nah, AS and other awards won't get you bonus development.

EDIT: I should add my rationale - I haven't noticed a ratings bump in any of my AS guys during the development cycle after an AS game.
