Was in a bidding war for an IFA - had the highest bid, and then two cycles later he signed with another team, not even letting me counter. Is this common?

Yes. No one is exactly sure what conditions make a player "decide" to sign an offer. You cannot assume you will be given a chance to counter if you are outbid.

Yep, if a player is good enough, I avoid the bidding war games and offer the max I’m willing to offer right out of the gate for this exact reason.
