I agree about bringing him up so long as he can get consistent reps and keep developing. The key thing is to ensure that you have control over him around the window when you are trying to compete for a WS.
The more nuanced situation that would give me pause is if he's a HS/IFA prospect who is only 19-20, and while he might be good / good enough at the ML level, I would need to understand whether I would want those 6 years of ML control (1 partial year, 3 full years, 2 arb years) to be entirely when he has matured vs. 1-2 good years plus 4-5 mature years. If he is 21 or older, I would probably just call him up since he's already going to be pretty close to peak and I'd rather have the chance to extend him long-term so I have him locked up through his age 31 season.
