Be aware that if you have multiple guys in the same role, like SetUp A, the reliever with the lowest OAV will come in first. So if you want Herrera in the 7th and Davis in the 8th, put them both at SetUp A but make Davis available in the 8th.
I don’t know when Sparky will turn to a SetUp B, but I do know the SetUp A will get much more use, so I make sure my SetUp A has much more innings than my other bullpen roles
That will work to make sure that Herrera gets put in the 7th and Davis gets saved until the 8th.
But if you don't need a reliever until the 8th, then (as mentioned) Sparky will go with the lower OAV guy; if Herrera has a lower OAV, then we will be put in prior to Davis in the 8th inning. If you're OK with that, then sure, set them both to Set Up A.
If you want Davis to be used before Herrera in an 8th inning situation, and Herrera has a lower OAV, then I would set Herrera to Set Up B, inning available = 7, and Davis to Set Up A, inning available = 8.
HOWEVER, keep in mind (see the other current thread on mop up usage) that Sparky interprets "inning available" very literally.
SO - in this situation, if Herrera gets in trouble in the 7th, Davis will NOT be brought in if his inning available = 8, no matter the game situation.
TL;DR - there is no perfect way to set up your bullpen; there will always be times when it doesn't work out the way you would do it if you were making all the moves directly. The best you can do is set these things up so that more often than not it goes the way you want. But it's not foolproof.
