The last two seasons when I try to sign a FA or re-sign one of my own players and hit the submit button, I get the following response...
"You may offer up to 100% of this seasons payroll. However you may not offer all of the future season's payroll. This is done to prevent decimating a franchise with bad signings."

How does the game know what my future season's payroll is, when we only set current season payroll.

This is preventing from making trades for MLB players, re-signing my own players, and signing FA players.

They use 80% of current budget for next season. 70% for the following year etc. in an attempt to prevent bad signings

fflgopher is correct. Also, you can see what your future seasons' payroll is when you propose a trade. It shows you this season, plus the next four.
