Does anybody know if you still get 25% of the remaining recruiting money that you don't use? Can you carry that to the next season?

Yes, as long as you fill all of your scholarships. However, if you leave even a single scholarship unfilled, then your assistant coach will use 100% of your remaining budget and you will have zero dollars carry over.
