It usually decreases in the offseason unless you have an established program and even than it decreases sometimes. It'll go back up quickly.

And it resets in the offseason somewhat towards its base value. Which for D3 teams is about a D I think.

The D+ is a starting point for a solid D3 program. Once you have a lot of longstanding success, it might stay at C- after the offseason, but that is usually only the A or A+ programs.
