Makeup is only one factor in development. Coaching and playing time are probably the two most important.

So good coaching, plenty of pt, high training budget, and no injuries should mean close to top end development, in your opinion?

I find the majority of my prospects on teams that I have controlled from the day they were drafted onward come fairly close to my 14 advanced scouting projections, unless they are hampered by a significant injury along the way.
