Here's the (slightly edited) pulldown explanation I just gave to the guy who took over my d2 dynasty:
OK, first thing I do is use the FSS service to scout about 8 states-- close ones + whichever ones you want, as long as it's enough to get you the 20% discount on FSS.
Then, pick players you want/need the most, only from states you scouted, and give them each a phone call. These should only be players listed as D1 recruits, and probably nobody ranked better than ~150th at their position. Look mainly for guys with good core skill ratings, but high potential in the key areas (REB, LP for bigs, PER, BH, PA for Gs, little of everything for SFs-- and ATH/SPD/DEF for everyone). obviously, its hard to find High Potential for everything you want, but with patience, you can figure out where the right compromise is...
You'll get calls back from guys who are willing to consider you later-- these will say something like "you're a fallback option for me". These are the guys you want to recruit.
Others will ignore you completely or say "nothing will ever make me play at Lees-Mcrae". Remove these guys from your list.
For the guys you want to recruit, how/when to pull them down depends on how far away they are. If you are totally sure you want someone, send him about 10 Scouting Visits, a scholarship offer, and call it a day. Usually this is enough to pull them down-- if not, send a couple more scouting visits the next cycle. It has taken me as many as 15 or so, but that is rare. For obvious reasons, this is too expensive to try on guys who are far away. It also won't work on anyone who hasn't sent you a "backup option" message.
But, you can usually get local guys up to a couple hundred miles away to consider you for $2000-3000.
