I got a pitcher that will be a 'September' call up. Assuming its about 25-30 games this season, i would have to leave him in AAA about 50 games the following year to gain that fourth year correct?

Also - is the window to demote from ML to AAA without a demotion penalty the playoffs?

Correct.

The playoffs this season, or before spring training games next season.

You'd have to add it up so that the days on the ML roster won't tick ML Service over to 1 by the end of next season, but sure. That's about right.

Typically, yes, but some have seen one. I've seen several promotion "bumps" during the playoffs, so it's entirely possible.

The safest time, imho, to demote is before ST the following season, but you'll be stuck paying a second year ML minimum salary (~$343k).

Nope. Its about 10 games less than a full season. So if he's up for 25 he'd have to be down for about 35. 36 or 37 to be safe. If you go back in the dev chats you'll see its stated somewhere that its 165 games or so to get a full year of service, and a full season is 176 or so. Maybe someone can research the exact numbers.

172 days on the ML roster constitutes a full season.

If Im taking over a new team, is there any way to tell how many days he was on the major league roster the previous season?

Pull up the players profile. Move your mouse cursor over the number to the right of "ML Years". You'll see a small popup with the player's ML service in terms of "years.days".
