What stipulates whether or not you will receive a Type A pick from another team signing a player?

The signed player has to be a Type A Free Agent. It states that on his player card.

It is determined by rating and using that he is compared to the players at his position (really a group of positions). If he is in the top 20% he'll be a type A...usually the cut off is in the high 70's for most positions...

Can you only receive a certain amount of Type A picks per draft?

However many Type A's you lose, you will get picks for each one.

Does it matter if the player is released? Or, will the player be a Type A free agent only if their contract has expired?

The player will be a type A only if his contract expires. If you release him or if you decline a team or mutual option you will not get a pick. if he declines a player option you get a pick.
