I think I know the answer, but since Int'l Scouting/Signings is not something I generally get involved in I'm hoping for some confirmation.

So, once an Int'l prospect is "generated" do all owners that are going to see him (based on their scouting budgets) see him at the same time?

Or, is it possible that he is "discovered" for one franchise on Monday and then "discovered" by another franchise on Wednesday?

I believe that answer is only partially true.

I THINK that if nobody signs an IFA after a certain period of time, he just shows up in the IFA list for anyone to sign.

I still maintain that I was never notified about Luis Vasquez as an IFA in Season 9. At the end of the season, I went out to the IFA list to see who was available to spend the rest of my unused budget on, and he was there. I threw every penny I had at him, and <BAM> he signed the next cycle.

I don't think so. I've had teams with $0m IFA scouting and have never seen an IFA all season.

This, at least, I can confirm. $0 in Int'l scouting and you'll never see a single Int'l prospect, ever.

Whether at the end of the season any team with any money alloted to international scouting gets a crack at all the over, I have no idea.

I can think of no reason that wouldn't be possible ... and no way to prove it isn't.

I've spent $1M and $2M on International Scouting myself and I know I don't get emails from my scouts on all the guys I can see on the list.

The list, however, never has had any legit prospects just "show up"; it's guys fit for the tryout camp (pitchers) or bench duty in Rookie ball (i.e. single-digits in all key categories).
