Based on his ratings improvement so far, I'm going to say probably not. His vR won't doesn't look like it will make it to 50.

I'd say he deserves a shot in the majors in a few seasons to see what he can do, but is far from a sure thing.

can this guy's splits, control, etc overcome his low pitch ratings?

My scouts missed a couple STUD hitters, so I ended up choosing him with the first pick.

yes, but I'd say you're moving him up too fast, he probably doesn't belong in High A right now.

Agree.

Anything under 50 vR, for pitcher makes it nearly impossible to be an average ML talent.

Hitters, to some degree are the same, unless they are really strong in other areas (e.g. - outstanding defensive SS,CF,C; or a pure power guy, who also happens to play plus defense at one of those positions)

You can hide bad splits for position players via platooning or some other off-the-bench role (defense or baserunning), but you cannot hide bad splits for a pitcher.

If I had a very weak ML team, I'd give him a shot also. Surround him with good D, a good catcher and let him see what he can do. For what it's worth, Jerome Burkett thinks your guy has a decent shot.
