I can't find the thread that lists the prestige level and recruit level, example I am D+ can I recruit 3 star players sucessfully?

I believe you can if you are close by (like 70 miles and in). Might be able to do it if they are further out.

I know for sure you can get guys that are ranked in the 50's at their respective positions.

You might be able to, but a 3-star recruited by a D+ is a sweet poaching target.
