No, not at all.

But he will tend to have a much higher percentage of HR's allowed than somebody with a higher rating.

I never really paid attention to GB until I had a couple of 0 guys. They just give up too many homers to be effective in any park that doesn't have a negative HR value.

I believe you're way off if you think a pitcher with 80+ control, 90+ splits, 2 pitches of 80+ and a third above average pitch is going to give up 20 HR in 120 relief IP.

In any World I am in, he's a top 10 RP at worst, regardless of GB/FB.

Seen too many low-groundball pitchers give up over 2.00 hr/9ip. Still see no reason to pay attention to velocity, but I definitely notice GB ratings.
