You can't pull down d1 guys into d3.

I've had a lot of D3 teams with A+ prestige, the upper limit of guys you can target is in the neighborhood of 500 overall.

You probably know this already, but you can tell the guys who might drop down or pull down by sending a phone call or coach call. If they tell you that you're a backup option, you have a chance (not 100%). If they won't talk to you, you can't get them.

I remember hearing a long time ago that some D3 coaches figured out you could pull down D1 recruits, the loophole was quickly closed but the teams that figured it out dominated D3 until those players graduated.

Ah yes, the tdowdy loophole. That was back when HD was still in diapers. I believe it was season 2 or 3.
