I want to refer a friend to play but would like for him to get a tem in my world and in my conference so that I can play against him. On the page it has world numbers but I can't find the world that I'm playing in.

Go to your team page and grab the drop down box in the top right. It will tell you your team plus your world.

I see that I'm in world Phelan but I don't see a world number in the drop down and I don't see an area where I can ask him to join my world. It doesn't say world Phelan anywhere, just world number 6, 7, 8 etc.

Dramsey911, go to your team standings page - the one where it shows the coaches corner chat - and scroll to the bottom of the page. There you will find a box to invite your friend to join you.
