To me it appears to be the source code used by NASA to develop their next-generation GPS satellite, with the first test run set to focus on a neighborhood playground in the Bronx, with varying satellite orbits and rates of transmission to a tower in Durham, North Carolina, from which the signal gets relayed to Los Angeles and back again to Area 51, decoded and re-encrypted for final transmission to Cheyenne Mountain, near Colorado Springs.

Or maybe it it the colonel's secret recipe.

I heard from a friend of a friends sister's boyfriend who used to be CIA Black Ops (until he slipped on some ice and cracked his head on a garbage truck, got a nasty infection and gave away his code name and password during pre-op) that that playground in the Bronx has a tunnel under the teeter-totter that leads to a safe house for IRA informants. If the teeter is up then it is safe to enter, but if the totter is up then stay away. So while NASA may claim that they are simply testing the new GPS, they are in fact looking for Shannon McGreevy, an IRA turncoat who also bet heavily on Ohio State in the NCAAs after borrowing cash from the head of NASAs wind tunnel testing facility (Ian Glenn) who was attending his nephews wedding in County Cork. It seems Ian wants his money back in a bad way.
