I've got a few seasons under my belt now, but it never occured to me to find out the answer to this:
I understand that your scouting budgets determine the general accuracy of projected ratings for players. My question is, what determines the accuracy of the current ratings for players - specifically those in the draft pool? Is that also dependent on your scouting budget? I've always assumed that the current ratings were accurate (whether ML, Minors, or amatuers) and the projected ratings were dependent. Is this a correct assumption?
